Have gophers been unfairly accused?

Utility blames gophers for damaging underground wires. Homeowner says it was the utility, which says homeowner must pay.

I know as a data com guy that mice LOVE the cat5/6 cable used for networks and phone systems,,, the little sob's just keep gnawing till they get close to hitting the "jackpot", so I don't know that the big brothers don't like the bigger/power line stuff just as much but it's something to consider ,,long shot that it might be

What about acidic soils and poorly installed underground cable with scrapes and nicks in the outer covering? I find the "gopher" excuse to be quite a stretch. Sounds good to the unknowing though. Also, is there a perched water table on the property which accelerates deterioration of the cable covering? What about corrosion caused by line loss when the cable is in the soil? Gophers, shmophers.

I wish it was possible foracidic soils up here in MN but that is not what we have with the limestone base..there seems to be a simple solution, dig up the line on the homeowners property till you get to where the power company is in ownership, look at the damage. If it is gopher then it is homeowner's cost. If the damage is not gopher then the power company pays. Since it is the homeowners cable and yard then they pick the contractor to insure impartial review. Why is is so hard to come up with this?
