Most outdoor rinks in Minneapolis close Monday

Most of the the outdoor rinks in Minneapolis will close at the end of the day Monday. Rinks may be usable but will not be maintained and warming houses will be closed.

The ability of government is apparent in the city's inability to freeze water in February.

They can't freeze water in January either.
