A shocking fall, a painful end - but 'no further action'

Despite alarms in place and a staff on alert, Lois Swanson suffered serious injuries in a fall and died 10 days later.

I fail to understand where this nursing home failed in its responsibility to Ms. Swanson. Should there be a state law requiring nursing homes to notify relatives after each fall for a restraint consult? Should there be a two or three fall law requiring relatives be notified? Punishing this nursing home financially seems over the top. If the relatives did not sue for the money why don't they give it back?
