I'll give it a try. It looks as if this squirrel is begging for healthcare. I think it's a DFL plot.
But because it was taken by a Minnesotan for some reason it's a better picture. Really sick of the Minnesota angle on EVERYTHING. I'm sure Tiger Et Al are sick of hearing 'So what do you think of Minnesota?' at the PGA by now.
The squirrel stands for the "little people", the mountains stand for big government/health care and the smiling couple in the background represent supporters of big government/health care.
So the true meaning of this is no matter how small you are (squirrel), you need to stand up for what you believe in!
Either that, or the little critter was just looking for a nut...
