The 3-judge panel already ruled on Coleman's "equal protection" claim, ruled on the additional absentee ballots issue, found that Franken received the highest number of lawfully cast ballots in the November 4, 2008 general election for United States Senator for the State of Minnesota and concluded that Franken is entitled to received the certificate of election.

That's the more accurate headline. By the way, Franken doesn't just "have the lead." He finished the recount with the highest number of votes. And the Coleman's failed election contest ended with the 3-judge panel finding that Franken received the highest number of lawfully cast ballots and concluding that he is entitled to receive the certificate of election.
