If he buys a youth license, can he take either sex deer; and does he have to be in close proximity to parent or guardian?

I think kids this young are still too immature to be hunting big game, even in close proximaty to their parent/guardian. I do not agree that kids should be hunting without passing a fire arms safety class. I have hunted for over 50 years and my son has hunted with me so I do have some idea of what I am talking about. I would like to see more youth hunting but they need both firarms saftety instruction and parents that will continue to reinforce safe shooting and hunting practices. Final comment. I believe that Minnesota is relaxing its rules because it is concerned with losing hunting license revenue. I am sorry but the safety of all hunters is affected by the decision of the state torelax their firearms certification process.
