Candidate testifies he rejected ex-governor's plan to be paid outside of political campaign

NEW HAVEN, Conn. — A Republican running for Congress testified Wednesday that former Connecticut Gov. John G. Rowland proposed becoming a consultant to his 2010 campaign while being paid as though he was working for the candidate's animal rescue organization.
