YORK, Pa. — As tens of thousands of Central American kids have crossed illegally into the United States, GOP Rep. Scott Perry has suddenly seen immigration become a top concern for voters in his heavily rural district far from the U.S.-Mexico border, eclipsing even President Barack Obama's health care law and the deficit.
