Nuclear commission chief says employees should be able to dissent without fear of retaliation

TRAVERSE CITY, Mich. — The chief of the U.S. Nuclear Regulatory Commission pledged Friday to set a tone where staffers can disagree with their bosses without fear of retaliation.
