This is half a story. Lets see the data comparing traffic deaths due to drunk driving versus their score. Is there any correlation?

Okay, I did the reporters work. There is no strong correlation between DUI deaths and MADD ranking. The 2 star states had the highest (9.6) and lowest (0.8) deaths per 100K residents, MN came in at 2.4. The closest 5 star rated states were IL (2.3) and KS (5.9). Doesn't look like the rating matters.
