Scott County is waiting to purchase new voting machines

Based on numbers in the article the machines cost $7,500 to $15,000 each! They are used, at most, twice per year. For some reason they are only able to last 20 uses? Has Scott county considered replacing the rollers that feed paper through the machines? I'm sure that would cost far less than $7,500 per machine.
