The creation of “conservation districts” in Minneapolis is seen as a way for neighborhoods to block developments deemed out of place.

More than anything the city really needs to get a handle on what they want to preserve and stop making up new historical requirements at the 11 hour of development. If theses buildings are historical or if there is a whole district that is..... well those buildings have been there for a long time and there is no reason that designations should not be done already. Get your act together before you chase out much needed investments by developers. You keep burning them on historic designations at the last minute is only going to cause them to simply stop coming to minneapolis to invest money.
