Campus beat: What if 'credit hours' became credits without hours?

At most colleges and universities, if you want a degree, you have to earn a certain number of credit hours.

Colleges, like big box retailers and other bloated institutions, must re-invent themselves. The 4-year degree model is too expensive when measured against their return on investment, both in terms of money AND time (not working). There will also be a growing over-supply of academia as there fewer young people to enroll in college.

I continue to marvel at the foolishness of supposedly smart people in the U.S. Dept. of Ed. (under both Rep & Dem presidents) and in our own MNSCU central office. I understand the idea that the amount of time a student sits in class is not a great measure of how much was learned. However, why aren't these supposedly smart bureaucrats capable of giving this proposal 5 minutes of thought? As is, a student in a 4 credit class who learns 75% of the material would earn 4 credits with a grade of C. The grade indicates how well the "learning outcomes" were achieved, and the credits simply weight that performance by the proportion of the degree program it represents. This is an imperfect system I grant you. However, linking credits, instead of grades, to learning would mean that, in the situation I described, the student would earn 75% credit (3 rather than 4). How does putting credits at risk speed anyone toward a degree, control costs, or reduce student indebtedness?
