Too bad, but no surprise. Housing associations have become egregiously overbearing.

Sounds like this housing complex needs to be called a senior housing complex. How about Adults only and no one under the age of 40!

Sounds like they should be promoting themselves as the perfect place for grouchy old men like Ebenezer Scrooge.

Adults need to realize that children are as much a part of our society as adults. Any multi-housing complex, that isn't a senior building, should expect to have children playing in the common areas outside. If the only reasons for your landscaping is so you can have pretty pictures for your brochure, and strangers can admire it as they drive by, Then it is not landscaping it is advertising. All homeowners should be able to enjoy the outdoor portions of the property, including the ones with children.

Sounds like the "family" townhomes I rent at. Kids are not allowed to do anything. They cannot play with water toys/guns in the front, they cannot write with sidewalk chalk, they cannot play in the front yard, their limited to what they can do in the backyard as well. It's like being in a prison. I don't know why people are so anti-kids. My kids are pretty well behaved and a blast to be around. I love kids. Screaming yelling obnoxious kids are no fun at all but that's when you tell them to knock it off or hush down. Nothing better than kids playing, giggling, smiling, and laughing.

Perhaps some soundproofing to the units could be done.

This sounds to me like the condo owner wants a seniors only facility, but doesn't want to comply with the federal requirements to make it one. There are lots of ways to "exclude families with children" from a dwelling and one of them most certainly includes making it completely undesirable.
