Shouldn't Eden Prairie be cutting taxes to businesses and letting the private sector handle things like providing pools, diving facilities, and rock walls for the citizens? They could do it much more efficiently without costing the taxpayers millions of dollars, and they could maintain everything to boot.

EP and other cities don't raise or lower taxes to businesses - tax rates for property types - agricultural, commercial/industrial, residential, etc., are determined by the County, not any individual city. How much to raise or lower residential property tax is up to each city, however. If you ask for a tax cut, you should know how the system works, at least. I think its great that the City of EP is providing these recreational opportunities for their residents - I cannot afford to join Lifetime and their exorbitant private sector prices for using their pool and other amenities. Having a community center with a pool, etc., is great for everyone, especially those tryiing to raise a family looking for affordable recreational options.
