The challenge next is to ensure those reviewing the data really understand it. I've seen people complain about spending that is required by law or by an insurance provider. The average citizen thinks a city has complete control over their budget but they don't. Likewise the average citizen has no idea of what the real cost of things is.

As a nearly 20 year resident of Richfield, I can saw that this is one of many good things the city government has done over the years.
