Stories like this prove that a politician's private life has anything to do with their effectiveness. Would a stone-cold sober Rob Ford be more to the author's liking? If not, what's the author's complaint, exactly?

If Rob Ford were a black liberal, would anyone be defending him? I think not. (Normally, I don't care what people do, but this guy is a public official, drinking and doing drugs in public offices and out in the open, committing crimes while on the job. This cannot be condoned, period.)
