South Dakota to hold summit on pheasant habitat

Pheasant hunting is a $170 million industry in South Dakota. And the approximately 100,000 nonresident pheasant hunters who visit each fall leave behind lots of those dollars.

I would like to ask the farmers of the US- is it too much to ask that 1/16th of the land be set aside for wildlife? That is 1 out of every 16 40-acre plots, only 6.25% for Bambi and Thumper. I propose a new property tax of $2,000 per acre, with an accompanying tax credit of $16,000 for each acre set aside strictly for wildlife, up to a zero tax balance. I other words, save a little for wildlife and we won't send you any money and you won't send us any money. You wouldn't have to leave it open to public hunting, just allow the state DNR to manage the habitat on it for the best wildlife habitat for the land you choose. Wetlands would count, but only if they included a 100 foot upland buffer around them. I would bet that all but a few farmers could find the 1/16th of their land that is least productive and come out ahead by not farming that land. I would suspect some farms already have that much land set aside with wetlands, drainage ditches, and ravines. All they would have to give up is the upland buffer along and around the wetlands. This tax would remove the incentive to use modern equipment and drain tile to eliminate those few corners of habitat, while encouraging (okay-blackmailing) those with every single inch under the plow. I'm confused. Are they concerned about the lack of pheasants or the lost revenue? I suspect it's the later.
