What U.S. looks like to the world after the shutdown

They're only asking for individuals to not have to pay a fine for not buying health INSURANCE--just like the big businesses don't have to that Obama changed.

Other countries also don't have stupid budgeting laws like the US. If they do not reach a budget agreement, they just continue under the old one until they do. And only the US and Denmark have anything as foolish as a debt ceiling (and theirs is way above what they ever reach). The idea that a country might voluntarily decide not to pay its legal obligations is insane.
