Oh great, a link to the gerbil skyway system that helped kill downtown and is continuing to kill it and any hope for street level retail business and thus a thriving city and nightlife. There is a reason why downtown STP is as dead as Dillinger! The skyways are a huge reason why.

To have a light rail solution without a way to get into the skyways while staying out of the weather would be foolish. That said, $$$$$$1.7 MILLION FOR AN ELEVATOR ! ! ! ! !

It's not an elevator. It's a "vertical link". As everyone knows 'vertical links' cost way more than a simple run-of-the-mill elevator. There are many differences, Like, like the name for instance. See? It's not an elevator, it's a vertical link. That's got to be worth a few hundred thousand right there.
