History provides plenty of evidence of utility manipulation of the numbers for rate increases. But heck, when you have no competition you can try anything. Other states allow customer choice that keeps the utilities sharp. But that would not be Minnesota Nice apparently.

Where I lived in Tennessee our electric was a co-op. Why can't we have that here?
