"Businesses have been hoarding funds in the aftermath of the recession, with nonfinancial liquid assets reaching a record $1.78 trillion in the first quarter." This occurred because of the U.S. Tax Code does not include a Tax on Hoarded Assets. The Income Tax can be replaced by a Transaction Tax and Tax on Hoarded Assets.
