Trying to reduce STD rate, Calif. lawmakers consider providing condoms to state prison inmates

SACRAMENTO, Calif. — California prisoners have unprotected sexual contact, forced or consensual, even if both are illegal, and this reality often leads to the spread of HIV and other diseases in prisons and in communities where felons are paroled.

""It's a felony for prisoners to have sex while they're in prison, so I don't think it's good government for the state to encourage inmates to break the law," said Republican Assemblyman Dan Logue of Marysville.".....People in prison should never break a law. They might go to jail.

Since it's common knowledge that inmates illegally have consensual sex and rape those who don't consent, the only responsible ting to do is stop that from happening. Handing out condoms does nothing to stop the behavior, rather it encourages inmates to break the law and it doesn't force them to wear one when raping someone. I suggest installing cameras at every conceivable location and providing inmates (at their option) with a panic button, then try the violators just as you would under the law in ordinary circumstances.

While I agree with @smithersd that prevention is the solution, I disagree that it "encourages inmates to break the law". That old chestnut of encouraging behavior through a completely different action needs to go away for good. Do you truly think that giving an inmate a condom is going to make them rape or have consensual sex when they wouldn't normally?
