How can a lakefront property across the street from 12,000 well-paid workers (3M) be blighted? Seems like this is prime property, why do they need TIF?

Why should TIF funds only be given to the county, as the Commissioner insinuated? The county is made up of many towns and cities and each have different areas to work on for future development. Will the county pay for the sewer and road improvements in a city? Or only for county property? It should be a cooperative effort on their part.
