Sikh group offers $10,000 reward for serving federal summons to Indian head of state in Wis.

MILWAUKEE — An Indian head of state is expected to visit Wisconsin next week, and a Sikh group accusing him of human-rights violations is offering $10,000 to anyone who serves him with a federal summons while he's here.
