Study: Wisconsin 1 of 9 states where incarceration rate for juvenile offenders down sharply

GREEN BAY, Wis. — Wisconsin has drastically lowered its incarceration rate for youth offenders, partly relying more on community-based programs and less on confinement options, according to a national study.
