Retired Minnesota general not surprised by sex assaults in military

The stories of rape and assault in military ranks just keep coming. Over the past couple of weeks, there has been news that sexual attacks on soldiers have risen to 26,000 per year.

I've read that a full half of sexual assaults in the military are men on men. This makes sense given that only 11% of those serving are women. Still, the culture of intimidation and power over those of lesser rank is intolerable. It's high time to remove the power to decide these assault cases from just one higher-ranking officer.
