An odd statement to say the least. 9/10 was "pre-9/11". And if the horrific events of the next day were any indication the terror threat on 9/10 was very, very high. What Obama may be saying is that our IGNORANCE level is "pre-9/11", as in "what we don't know won't hurt us". But is that really any comfort?
I'm glad he isnt concerned, i on the other hand am not so optomistic. Hopefully that statement doesnt trigger anything.
The real question is 'what does this really mean, what would change'? I don't think that this statement changes anything, except that maybe the Pakistani ISI won't get as much money. Even prior to this speech Obama wasn't likely to commit troops (except in extraordinary circumstances), the drone strikes have been winding down for some time due to opposition from abroad as well as lack of targets, and the level of intelligence surveillance isn't likely to decrease.

The conclusion i draw from any Obama speech is hes clueless about the economy and terrorism.
Is that why he cut the Department of Homeland Defense budget for domestic bombing by 50% before the Boston bombing?

What's the threat color now? Baby blue? Pale Pink? I honestly can't believe so many people just eat this *** up like it's candy.
Obama want's Americans to think that anyway, which is why he lied about Benzhazi and tried to cover up the whole thing.
