Now that Gov. Dayton and the Legislature have agreed to pay for the stadium out of the General Fund the scam is complete and epulltabs are no longer needed as a diversionary tactic to get the stadium bill passed in the Legislature. Therefore, it would be better and cheaper to gather up the devices, convert them back to regular iPads and donate them to schools. The lower income folks aka "the gamblers" who played these have been bilked enough and are mostly the same ones who are getting stuck with paying for the stadium with a $16 a carton increase in cigarette taxes anyway. It would be courteous, though, for the state to refund the money lost by the charities since they were unwilling participants in what everyone can now see was just a dishonest, although successful, scheme to appease a billionaire at the expense of the public.

How do you pay tax on a negative number? The state might have to give a refund.

The state should have just allowed the same games as the casinos have, like the state video lottery does in South Dakota. Trying to simulate pull tabs on a video format is always going to be a failure, as math of the closed batch deal concept doesn't allow for enough excitement to keep the player interested. This whole concept was a bill of goods, sold to the state by the manufacturers. Video lottery would have easily paid for all the stadiums with money to spare for education or gold plating the rims on the Governors limo.......but the campaign contributions from the casinos (to protect their monopoly) made sure that wouldn't happen.

I was involved a few years back in our youth hockey charitable gambling as a board member. If memory serves me correctly we ended up with, on average, a 3% net on each dollar spent. The amount of money that the state collects through gambling taxes is borderline obscene. I can't argue that 3% is better than 0% and the amount of funds raised could not be duplicated with other fundraisers but it's still ridiculous the amount that goes to the state. Knowing the thin margins for the charities I can see how the state policy is a risky venture

Its almost impossible to get 75% of the people to agree on anything ... even whether the earth revolves around the sun or visa versa ... but yet about 75% did agree that essentially no public monies should be spent on new stadium construction. Big, big problems ... storm clouds are on the horizon ... government as it is presently constituted has failed the very people it is supposed to represent. History repeats itself again and again ...
