New Minnesota law is expected to quash scrap-metal crimes

Auto and metal thieves will find it harder to sell their loot for scrap metal, thanks to a new law aimed at stamping out such thefts.

No one should be thrilled that it took the legislature this many decades to fix (effective 2 years hence!) such an obvious problem.

Why not have it become effective immediately? Why should it take two years? Seems to be that, in the case of copper and scrap metal, you could issue a letter to all scrap dealers tomorrow telling them not to accept any without ID and record all the facts. How hard could this be? The problem with thieves stealing from vacant homes and parking ramps is NOW and something needs to be done now - not two years from now!
