Citizens of Illinois already have these rights, their local representatives have no authority to negate constitutional rights. This is another reason why Illinois is such a dangerous state to live and work in, disrespect for the rule of law from the legislature to the governor or the city council level. Disgusting.
"The measure would require Illinois State Police to issue a permit to any applicant who has a Firearm Owners Identification card, completes required training, passes a background check, and pays a $150 fee." - You cannot legally charge a fee for civil rights exercise, nor can you jim crow law those right, they are inalienable. This sounds like a very bad bill. i wouldn't sign it as governor. I issue an executive order correcting the civil liberty abuse.
Of course Rahm Emanuel opposes it. Why accept the potential of guns on the streets in Illinois in general and in Chicago in particular, when both that city and state are doing such a sterling job of keeping their city and state peaceful and crime-free? Emanuel is correct to oppose adding such an unstable element.
