Here's the crime they should be investigating. There was somewhere between 150 tons and 270 tons, nobody knows how much, ammonium nitrate right in the middle of a town where people live.
Whether the town or the plant was there first makes no difference. Anybody who's ever dealt with ammonium nitrate knows it's poor man's dynamite. Keeping that much of it around where people live is criminal negligence at best.
