"You're free to call a cab" Problem isn't calling a cab it's that cabs are pretty scarce as is other alternatves to driving. Only real option is to abstain or bring a designated driver.

How about making senior citzens re-test. They are more impaired. Never have to re-test entire life again after 16. My last renewal I purposely read some letters wrong, not even questioned about it. What a joke.
