I'm not sure how to phrase this to get the moderator to accept it. But it really doesn't matter that all budgets are available for Congress to consider and negotiate an agreement between them, since Senate Republicans have already objected to the creation of a conference committee to begin negotiations. It proves what everyone already knew.. republicans don't care about the budget, or whether or not it was passed by the Senate.. they only want to obstruct.
