These costs should be put on to those that want the guns. Why should I pay for others to get their guns???
A gun or weapon tax would easily pay for the cost. If over three million guns are sold a year add a one dollar surcharge to cover the cost plus any excess funds could be used to promote safety.
Why do I feel like there is more left out of this than put into it? You can't charge a fee for exercise of a constitutional right. You could if you went to a place of business where licensing was an issue, but not for sales between private sellers who need not obtain a license (which would also be illegal to do as government has no authority in this area of private life either). What's the rest of the sneaky story?
A gun or weapon tax is parallel to a poll tax, and is unconstitutional. This is money that is NOT NEEDED to be spent in the first place.
Now, a persons mental health record will be sent to the Fed Govt? Ever hear of HIPPA laws? I guess we are expected to just give those rights up too.
How about a $1 surcharge on every liberal who says "for the kids". Heck, Obama would owe $10 from just his one speech today.
We'd pay that off in 6 months or less if we included all the times this paper uses it too.....
Canada's gun registration program cost 66 million dollars in the last fiscal year. It was projected to cost under 2 million by the gun control crowd - (Wikipedia). In addition, Canada is in the process of dismantling the program because it didn't accomplish anything.
I already pay to promote gun safety. It's called an NRA membership.
Go to Mt. Rushmore National Memorial, it is free but you pay for the priv. to park there, then freely walk in, view the monument and hike the trails. Of course there are no dead bodies in the aftermath of the act of viewing the monument. You may feel as though the circling helicopters have violated your rights while there though. By the way it is your fellow NRA members and fellow firearms enthusiasts/sellers/users that have ruined the sport for everyone by being irresponsible, not your firearm free neighbor seeking a solution to irresponsible firearm activity.

How is banning a class of firearms which accounts for less than one percent of firearms fatalities as a whole common sense? To make matters worse, the guns they want to ban are in a class that they had to make up. Wake up people.
