Big parties in Duluth area now need recycling bins

It even applies at homes if there is a business involved, such as a caterer - - - on WHAT basis does government have the authority to be present at my big party??? Sure put a deposit on every container, but to regulate private functions just because a caterer (or a clown) is hired is a stretch of authority.

Sounds like more government overreach, especially at private homes. I used to throw big beer parties and the next day I'd be sorting out recycling. Did that on my own, didn't need the government to tell me.
