I'm all for it. Proponents say a penny a gallon; refiners say 6 to 9. The truth is probably somewhere in the middle, although I'm sure the refiners would use any excuse to charge more. As cars become more and more efficient, that extra cost per gallon becomes less onerous. I don't doubt that a dollar spent on this saves much more than that in health costs, which are currently one of the greatest concerns for our nation. What other change could we make which, almost overnight, could give everyone in the nation cleaner air to breathe and thereby a healthier life to live? Ramsey County got an "F" last year on air quality from the American Lung Association. Clean air to breathe is a pretty fundamental thing. It's worth the cost, to me.
