How can a background check be "universal" when it depends on voluntary compliance? I doubt sales between criminals in the back alley in the dark of night would include a background check, just like happens now. Meaningless feel good posturing, nothing more. There are laws on the books already that require background checks for sales by licensed dealers. Anything beyond that is unenforceable. A bit more focus on the real causes of violent crime would be helpful. Let's try actually enforcing existing laws.
