This is reasonable. Anyone who thinks this won't have any effect has to ask themselves why tobacco companies pay thousands to the stores to keep the product in sight.
I worked in market research for a tobacco company overseas where this was put into place. Within the span of six months new smokers declined 10% while as expected no change noticed in existing smokers.
Bloomberg should run for office in Russia, where I'm sure that Putin would be happy to have someone who is so bent on regulating people and limiting freedoms and personal choice, or in North Korea. He would be right at home!
