I just don't get where the lack of follow through on the icing issue comes from. This isn't like fighting, where there are fears of losing ticket sales. It adds nothing to the game. As for fighting, I grew up with Willi Plett as my idol, but every time a fight happens anymore, I'm soooo conscious of how it breaks up the flow of the game and just looks silly. I know they're are people who love it, but the skill level is hi enough in the game that it shouldn't be necessary anymore.

If Hybrid icing is safer, no-touch is even safer still. The foot race really adds nothing to the game for me. Putting teams that ice the puck in a defensive zone faceoff with 2 additional seconds on the clock (particularly toward the end game) is leaps and bounds better.

Maybe one of the original 6 teams players have to get hurt for it to change ? No need for it in the game, hope they come to their collective senses.
