Any law enforcement officer can ask you to stop. What happens then is up to you. The officer can then ask you any question he wants, you can decide if you want to answer or not. If you do not wish to answer, you can tell him so. He can threaten you and become aggressive, but you don’t have to answer. You then ask him what is the probable cause for detaining you and are you going to be charged with a crime. If he can’t or won’t tell you, then you ask him if you are free to go. If he says no, then you ask what you are being charged with. You see he has rules that he can push but can’t break. The Fourth Amendment protects you from unreasonable search and seizure. He has to let you walk. Remember to act respectfully as to not give him a reason when none exists at present.

New York, be it state or city, is really out in front with their civil rights abuse. Maybe we should be sending peacekeepers in there to correct their illegal activities and bring rebellious elected officials to trial.
