Some river gauges could be victims of budget cuts

I am confused here, is the cost here for someone to monitor these gauges in terms of wages or what. In any case, it would be nice to know what these costs actually amount to in dollars. Honestly this story seems like more hyperbole demanded by the President to sell the story of Armageddon because of a 2% budget reduction that was his idea in the first place.
