Mr Dayton. How about teaching children reading, writing, arithmetic and the United States Constitution and if they don't actually earn a diploma, then they don't get it? It's a newfangled concept called personal responsibility.

Dayton Administration is also supporting legislation to repeal minimum expectations in reading, writing and math that students must meet to graduate from high school. Higher grad rates, but at what expense to students?
