Locked in limbo

Minnesota commits a greater proportion of sex offenders to treatment lock-ups after prison than any other state. No one has been released, costs are mounting, and questions are increasing.

Is there some convoluted logic here? Are we saying that having spent millions on these incurable rapists we are seeing no positive results, so we should hold them no longer? How about stopping spending so much trying to rehabilitate people who just can't be helped? The problem may be that they should never have gotten out of prison.
