Dayton knows the school teachers will go along with HIS plan because he is the all-knowing and all-power D-OZ-FL. The DFL only though it was a bad plan when Pawlenty intoduced it-now they plan to use it too. He He.

The education shift has worked to smooth out large fluctuations in the state revenue stream during the past recession, and so has been a useful tool in the state budgeting process. We need to pay it back, although not immediately - the Governor's approach actually makes sense because we are still recovering from the last recession. Beyond that the state constitution should be amended to establish a mechanism for short term borrowing in the credit markets to smooth out sharp changes in state revenues. Necessary safeguards against abuse of the mechanism would have to be built in, of course.

Amazing. Don't pay us back...just yet. Because we want to squeeze you for new money, PLUS the shift repayment. Sounds just like those payday lenders who want to rack up a continuous stream of revenue with a never quite paid up debt. All for our own good of course. Brilliant.

I know all about special ed costs as my spouse is right smack in the middle of it in the elementary schools she works in with special needs kids. I stand by my earlier statement.
