Scandia Fire Department's rescue captain killed in car crash

Scandia volunteer firefighter John Larson was turning left on a green arrow at a busy Hwy. 36 intersection when he was broadsided by an oncoming minivan.

In other words, the driver of the van ran the red light. I think it should have been stated that way.

Or the lights malfunctioned, and both drivers had greens.

Kenneth A. Tougaw, 40, of Bayport was driving the van that struck Larson, according to the state patrol incident report. Court records show Tougaw has a history of traffic violations. He's been cited for disobeying a traffic signal and failing to stop at a sign or light, and has been cited for speeding at least four times. In Wisconsin, Tougaw was cited for speeding on a highway and passing into oncoming traffic.

Right turn on red is no reason to even slow down for many drivers now. I often see drivers blowing right through red lights of all types anymore. Police don't enforce traffic laws any longer.

A440-This was a tragic collision, apparently caused by a less than careful driver. And you're blaming the police? Perhaps we need more police and/or they need more time to enforce. I don't get when law enforcement gets the blame in this innocent motorist's death. My prayers to his family.

Damn cars, minivans, pickups and motorcycles are just as dangerous and indiscriminant killing machines as automatic rifles and should be banned.

What?? Where does it say that? What did you do, research his court records? And those 10 who gave the thumbs up, do you know this to be true also? Are you not skeptical of the stuff people post here?

We used to live in the neighborhood the driver was turning into. It makes me so very sad to read this article and see that this has happened. That said, as a driver who used to make that turn at that light several times daily, I was ALWAYS very scared there. The westbound speed limit is 55mph approaching the light and rather then slowing when the light turns yellow, drivers are ALWAYS accelerating from half a mile back to beat the light. They end up running the red light, as the driver turning onto Manning has been given the green arrow and is midway through their legal turn. Also, this is a delayed green arrow, and i am not sure why. Rather then being given the arrow right away when the Green changes from Manning Ave to Hwy 36, when all cars are already stopped, the green arrow is given after traffic on Hwy 36 is moving through the light. This is something that we, in the community, have complained about SEVERL times. It breaks my heart that it has come to this.

Let me slightly retract my previous statement. I can not say whether or not formal complaints have ever been made regarding the light. I was meaning that in conversation with neighbors in the community, the light issue was brought up more then once. I, personally, never issued a formal complaint and I can not say with certainty that others in the community or the HOA ever made formal complaints. One of those things I always felt should be done, but never took the time to do myself. To the Larson family, I am so very sorry that something I could have done, as easily as writing a letter or making a phone call, could have prevented this accident from occurring. I will learn from this and take it with me and I will forever regret not having taken the initiative to speak up on something I knew was dangerous.

Court records are public. Just googling his name would produce traffic convictions.
