It reminds me of a scene in "Blazing Saddles". Where the new black sheriff reaches into his pocket and instantly has everyone's guns in his face. The joke was that the whole town was packing.
And, as Gomer Pyle would have exclaimed, "Shazam! Not one gun has jumped out of its holster and shot at someone." Proof positive that an armed society is a polite (and safe) society.
