What I do not understand is if that is the cause of the fire, why did not the ship request repair crews to fix the leak. It would seem to me that repairs could have been made, unless the fire damage was intensive(i.e., damage to the engine, damage to the fuel system, etc.}.

I think story is pretty clear the leak in the fuel return line caused the fire in the engine and that it was the damage to the engine that knocked out power and that it (engine, not the leak) could not be fixed at sea. A major fire in the engine room would be pretty significant damage.
