Nobody should be surprised that major retailers are now looking to expand outside the United States instead of creating jobs and sales in the United States. Canada has reversed the progressive agenda it was on in the '90's, doing away with it's firearms registry, lowering taxes, allowing citizens to purchase health care instead of having to use the socialized services, lowering taxes to the extent they are now 50% of ours, expanding energy exploration, etc. etc. etc.

Target would be wise to build stores close to the Canadian border but still on the U.S. side. Retail prices and sales taxes are sky-high in Canada. Most Canadians live close to the U.S. border and would probably be willing to drive 40 or 50 miles in order to save 30-40% on merchandise.

Target has the same stuff as Walmart. The mark up is a little higher because the stores are "urbane"

Does this lady drive from Toronto to Buffalo to shop at Target because of the sales tax she can avoid or because there are no stores in Toronto that have the same material? I suspect the former rather than the latter. So, even if Target opens stores in Canada, the Canadian shoppers will still probably cross the border to shop.
