Vote came despite doubt over potential for conflict of interest.

Yes, it is a conflict of interest. Even the perception of such leaves a taint on him, rendering him suspect in the public eye. He needs to fully resign his business position, or step aside as commissioner. Bad decision by legislators and Dayton.
